Glossary

SR- Standardised Rate, in respect to this document this is the age standardised rate where age specific rates are multiplied by the standard population for each age group respectively and aggregated across all the age groups to give the age adjusted counts for the area.

SMR-Standardised Mortality Ratio, this is the number of observed deaths in the sample group to expected deaths in the general population. Where these are equal, the value is 100. A value over 100 suggests there are more deaths than expected and a value below 100 suggest the opposite.

SIR-Standardised Incidence Ratios are the number of new cases as a percentage of expected new cases, calculated relative to England.

DSR-Directly Standardised Rates are calculated from age/sex specific rates from observed data that are then applied to a standard population to give a rate per 1,000, 10,000 etc.

SAR-Standardised Admissions Ratio is a summary estimate of admission rates relative to the national pattern of admissions and takes into account differences in a population’s age, sex and socioeconomic deprivation. MSOA for example equals MSOA observed admissions divided by adjusted MSOA expected admissions multiplied by 100.

MSOA-Middle-layer Super Output Areas are a geographic hierarchy designed and built from groups of contiguous Lower-layer Super Output Areas (LSOA). The minimum population of an MSOA is 5000 and the mean is 7200.

Dudley’s 2018 population of 320,626 residents are, on average, older than England’s population. The gender split in Dudley is 51% female to 49% male, which is the same as the average for local authorities in England.

Dudley North is the Family Centre Cluster with the the largest count of residents, compared to Dudley Central which has the least, there is a difference of 7,000 residents.

The total population aged 0-19 in Dudley borough is 76,036. This is 23.7% of the total population and is very close to the England proportion of 23.7%. As can be seen from the breakdown by Family Centre Clusters above, Dudley North has the highest count of 0-19 year-olds, closely followed by Dudley Central. Stourbridge has the least with roughly 2,000 fewer than Dudley North.

For the three age cohorts that include 0-14 year olds, Stourbridge has the lowest counts and either Dudley Central or North the highest. For the 15-19 cohort, Brierley hill has the lowest count.

St Thomas’s ward has the largest proportion of 0-19 year olds, making up 31% of the total population. Conversely Kingswinford North and Wall Heath has the smallest with 19%.

The total population aged 16-64 in Dudley borough is 193,442. This is 60.3% of the total population, similar to the England proportion of 62.6%. As can be seen from the breakdown by family centre above, Dudley North has the highest count of 16-64 year olds and on the other hand, Dudley Central has the least with roughly 3,000 fewer than Dudley North.

Dudley Central and Dudley North have the highest counts of for both the 16-24 and 25-34 year olds. The Family Centre Clusters all have similar counts for the 35-44 year old cohort, whereas the older group ranging from 55-64 have the highest count in Stourbridge, with Dudley Central featuring the lowest count.

St James’s ward has the highest proporiton of working-age residents with 65% of their total populations belonging to this cohort. The ward with the lowest proportion is Pedmore and Stourbridge East (55%).

The total population aged 65 and over in Dudley borough is 65,175. This is 20.3% of the total population, higher than the England proportion of 18.2%. As can be seen from the breakdown by Family Centre Cluster above, Brierley Hill has the highest count of 65+ year olds. Whereas Dudley Central has the least with roughly 4,500 fewer than Brierley Hill.

For the three age groups constitute the population over 65 Dudley Central has the lowest counts. Brierley Hill and Stourbridge have the largest number in the group 65-74, Dudley North have the most 75-84 year olds and Stourbridge has the largest amount of 85+.

The population of the wards on the southern and western boundaries of the borough tend to have more older people in proportion to other wards.
Both Kingswinford North & Wall Heath and Pedmore & Stourbridge East wards have the largest proportion of 65 and overs, making up 28% of the their total populations. Conversely St Thomas’s has the least with 12%.

When we consider the like change in the population structure in the period up to 2041, it seems that, as can be seen from the colour shading, the ranking of population count by age group will remain the same in 2041 as it was in 2016.
45-64 years olds will be the largest group within the Dudley borough population and 85+ will be the smallest.
However its predicted by 2041 there will be a significant increase in the 65-84 age groups and also the 85+, the percentage change can be seen below whereby the two oldest cohorts are the only ones to increase.

As mentioned above the two oldest groups are the only ones whose population proportions will increase. The four youngest groups are predicted to decrease, the largest decrease is expected to be in the 45-64 year olds.

Births

The number of births in any local area gives a good indication of the approximate number of mothers and babies in the population. It should be remembered that this includes multiple births and so does not give the exact number of mothers.

During the five year period of 2011 - 15 there were 18,961 live births to women aged 15-44 who are residents of Dudley borough. This equates to a rate of 65.1 which is statistically higher that the England rate of 63.2.

In 2017 the birth rate per 1,000 females aged 15 to 44 years in Dudley borough was 65.4, which is higher than the rate for England but is not a high as the recent peak that occured in 2012 where the rate reached 67.7 per 1,000 live births .

Across all ages of Dudley borough residents 90% identified as ‘White’ according in the 2011 census. The second largest subset of the population identidied as ‘Asian’, accounting for 6.1%.
Dudley Central has highest proportion of BAME residents, only 79% identify as ‘White’.

‘Pakistani’ is the largest group within the BAME ethnicities for all Family Centre Clusters with the exception of Dudley North, where ‘Indian’ is the largest subset (23.6%).

St Thomas’s ward has the largest proportion of BAME residents by far, with 40% of the resident population identifying as an ethnicity other than ‘White’. Conversley, Wordsley has the least with just 3%.

In the 0-24 age group ‘White’ is the majority ethnic group, across the borough and in all 5 Family Centre Clusters. Brierley Hill has the largest proportion of ‘White’ residents, at 91%, conversley Dudley Central has the lowest compared to the other Family Centre Clusters, with a proportion of 71%. This difference is made up of much higher proportions of ‘Asian’ and ‘Black’ ethnic groups compared to the other Family Centre Clusters within the borough.

Conversley Dudley Central has the lowest compared to the other Family Centre Clusters with a proportion of 81%. The 2011 census reported 352 Dudley residents who identified as ‘White: Gypsy or Irish Traveller’. This represents just 0.1% of the total Dudley borough resident population. The largest count is found in Brierley Hill ward within the 0-24 age group, conversely the smallest count is in Halesowen in the group aged 65 and over.

The ward with the highest proportion of residents who identify as Gypsy or Irish traveller is Coseley East where 0.4% of the total population identified as this ethnicity in the 2011 census. The second highest prevalence is in Kingswinford North & Wall Heath ward (0.34%). This ward is the location of the Oak Lane council-owned site for gypsies and travellers.

A total of 875 international migrants arrived in Dudley in the 12 months prior to the 2011 census, the majority (48%) of this group being made up of 25-49 year olds.
The age group with the largest net migration change was 16-24 year olds, where outflow was greater than inflow by a total of 858 people.

Brierley Hill and St James’s are the wards with the highest count of migrants moving to Dudley from other areas of the UK and internationally, 1,289 and 1,252 respectively. Sedgley and Kingswinford South wards have the lowest counts, 575 and 577 respectively.

The total pupils attending Dudley schools has increased to nearly 45 thousand in 2019, the proportion that live outside of the borough has decreased to 6.5% compared to 9% in 2014.

Workday population

The workday population of an area is a measure of the number of people who work or live in an area. It excludes people who live in the area but travel to work elsewhere.
It includes people who are usually resident in England and Wales and in employment (aged 16 and over) with a fixed place of work (part-time or full-time). When there is no fixed place of work, or work is mostly done from home, then the home address of the person is used for the workday population. The work day population will include shift and night workers such as hospital staff and security guards. Also those not working (including those under 16) are counted at their usual residence.

Brierley Hill has the largest workday population of the 5 Family Centre Clusters and within this 25-44 year-olds make up the largest proportion. Overall Dudley borough has a workday population of roughly 294,000 people.
The workday population of Dudley borough is approximately 26,500 less people than the resident population.

The ward with the largest workday population is Brierley Hill with just over 25,500 people on a usual working day, this is is most likely due to the ward including Merry Hill shopping centre. Conversley the ward with the lowest count of workday population is Hayley Green & Cradley South with just under 8,000.

Castle & Priory ward has the largest proportion of households with dependent children with 38.8% of households being in this category. Whereas Wollaston & Stoubridge Town has the lowest with 25.1%, this equates to 1 in 4 households having dependent children.

Brockmoor & Pensnett ward has the largest proportion of lone parent households, 31.3% of all households with dependent children. Whereas Halesowen South has the lowest with just 14.9%.

Pedmore & Stourbridge East ward has the largest proportion of households with residents aged 65 and over, 30.4%, whereas Amblecote has the lowest with just 15%.

Temporary accommodation

Households who are living in temporary accommodation provided under the homelessness legislation. Local housing authorities must secure accommodation for homeless people in certain circumstances. Under the main homelessness duty (which is to people accepted by a local housing authority as eligible for assistance, unintentionally homeless and in priority need) housing authorities must secure suitable temporary accommodation until a settled home becomes available.
